For original authors to be more interested in filing suit against plagiarists, there first needs to be a shift in the nature of U.S. Copyright law. Right now, it is financially infeasible to sue for most infringements due to the registration requirement. Lift that, as it is in other countries, and there may be more opportunities.</description>

In non web matters, plagiarism is punished far more severly than the punishment meted out here.  Mere banning repeat offenders is not enough.  He will simply operate in a new name.</description>

However, according to the scale, given the legal issues that not being registered and not mentioning the repeat infringers issue, I felt that I had to do it. After all, these reviews are focused on the policies and not the prevention. &lt;br&gt;&lt;br&gt;However, with your word that the USCO registration is on its way, I can now adjust it accordingly. It is definitely at least a C+ now.
